Text Box: STEPHEN A. MARTIN, PH.D., MPH, Director/Vice President
Board member since 2005

Dr. Martin is the Chief Operating Officer of the Cook County Department of Public Health.  He holds a B.S. in Biology and a M.P.H. in Epidemiology from Tulane University and a Ph.D. from the University of Michigan in Epidemiology.  He is a member of the American College of Epidemiology, American Public health Association, Society for Epidemiologic Research, Council of State and Territorial Epidemiologists, and the Cook County Bureau of health Services Scientific Committee.   Also, he is a member of several boards including the Northern Illinois Public health Consortium, Suburban Primary Health Care Council, and the Chicago/Cook County community Health council.  In addition Dr. Martin is an adjunct assistant professor of Epidemiology at the University of Illinois at Chicago School of Public Health and the University of North Texas Health Science Center.

Board member since 2002

Mr. Quinlan, a practicing attorney, founded his own law firm following an illustrious career in judicial service.  His career has included terms as Illinois Appellate Justice, Presiding Judge of the First Division Appellate Court and member of the Appellate Court’s Executive Committee.  He currently serves as Chairman of the Judicial Advisory Council of Cook County and member of the Board of Directors of the John H. Stroger, Jr., Charitable Foundation.
Text Box: RAYMOND J. MCDONALD, M.D., Director/President
Board member since 2001

Dr. McDonald is an internal medicine physician on staff at Westlake Hospital.  Board certified in emergency medicine, Dr. McDonald has served as director of emergency services and president of the medical staff at Westlake Hospital.  He was also a valued member of the Board of Directors of Synergon Health Systems, executive Board of Oak Park and Westlake Hospitals and vice chairman of Multielectric Manufacturing Company.  His career includes more than 25 years as medical director for the Baptist Retirement Home, Oakridge Nursing Home and Aspire Home for the Development Disabled.

Board member since 1993

Mr. Carr is past Mayor of Willow Springs and a member of several community, business and political organizations.
